Exploring Vusimuzi 'Cat' Matlala's R70 million airport terminal proposal amid corruption allegations.

Controversial businessman Vusimusi “Cat” Matlala, who has been implicated in multiple corruption scandals, previously attempted to expand his business interests beyond state tenders by proposing a luxury private airport terminal at OR Tambo International Airport, reportedly backed by annual funding of about R70 million from Nedbank.
News24 reported that meetings between Matlala and Nedbank representatives took place over several weeks, with bank officials accompanying him on a site inspection of OR Tambo’s cargo terminal between June and July 2023.
The publication said the failed proposal, formalised in a concept document signed by Matlala, outlined how VIP and VVIP passengers would bypass conventional airport procedures through a fast-tracked system managed by his security firm.
In the concept document cited by News24, Matlala described the proposed facility as “The Green Lounge”, calling it “an exclusive, tranquil haven of luxury, efficiency, and sustainability, designed to transform your airport experience.” The document described the space as “the epitome of sophistication,” offering a two-tiered service aimed at wealthy clients.
According to News24, Matlala wrote that black cardholders would enjoy “a range of exquisite facilities and amenities,” including fine dining, a fully stocked bar, a smoking room, private showers, sleep pods and discreet workstations.
Nedbank’s most elite clients would also be treated to premium ground services. News24 quoted Matlala as saying: “The VVIP client will be greeted by our dedicated valet service, ensuring a seamless arrival at the airport,” with curbside check-in and personalised assistance replacing traditional queues.
Although framed as a lounge, News24 reported that the proposal effectively mirrored the operations of a private terminal, bypassing standard airport processes. Matlala wrote that “CAT VIP Security, a trusted name and brand within the security industry, will have qualified screeners that will assist with all the check-in requirements in line with civil aviation authorities.”
He added that this service would allow clients to be “fast-tracked through immigration,” concluding with “a luxury vehicle to take the passengers after immigration directly to their plane,” according to the document quoted by News24.
Matlala offered Nedbank two pricing options: a pay-per-use model or a monthly retainer of R5.7 million, writing that he would “suggest that a monthly retainer is considered for the project.”
Responding to questions, Nedbank told News24: “Nedbank received a concept proposal for a potential lounge at OR Tambo International Airport from Mr Matlala's company. Following internal assessment, the proposal was not found to meet our requirements, and the engagement did not progress further.”
In May 2025, Matlala was arrested for his alleged involvement in a failed assassination plot against his former partner, Tebogo Thobejane.
He faces several serious charges, including attempted murder, conspiracy to commit murder, money laundering, as well as attempts to defeat the ends of justice.
