Former City of Ekurhuleni city manager Imogen Mashazi is expected to resume her testimony before the Madlanga Commission on Tuesday, following a bruising opening appearance that left key questions hanging.
Mashazi faced sustained pressure on Monday as commissioners challenged her failure to produce evidence supporting serious claims she previously made.
This included allegations of rape and sexual harassment against suspended Ekurhuleni Metro Police Department (EMPD) chief Jabulani Mapiyeye.
She repeatedly insisted that her assertions were genuine but conceded she had no documents to substantiate them.
She also denied accusations that she shielded suspended acting EMPD head Julius Mkhwanazi from disciplinary action despite an Independent Police Investigative Directorate (IPID) report implicating him in fraud and corruption.
The report found that Mkhwanazi had unlawfully signed two memoranda of understanding with companies linked to alleged crime kingpin Vusimuzi “Cat” Matlala.
Pressed on why she failed to act on the IPID findings, Mashazi blamed administrative overload, saying: “These things happened in 2023, and you can imagine the amount of work and the emails one receives on a daily basis — they’re too much.”
Yet under continued questioning, she acknowledged receiving the IPID report recommending charges against Mkhwanazi but took no steps to implement it.
“I concede that I did not follow up as an accounting officer,” she said.
