Kirk was shot while speaking on the campus of Utah Valley University, according to AFP.
Kirk, aged 31, died shortly after.
In a statement, the FBI said it will fully support and co-lead the investigation alongside its partners.
"I know there are a lot of questions. This is very much an active case, and this investigation is in its early stages. We are following all the leads and the evidence.
The FBI has set up a digital media tip line for information regarding this shooting," the Bureau said.
Kirk was the head of the largest conservative youth movement in the United States, which he co-founded in 2012 at the age of 18.
He was known for his openly Christian and right-wing viewpoints. He was the chief executive officer of Turning Point Action and a member of the Council for National Policy.
